Kulbhushan was running a terror network in Pakistan under the names of Sudhir and Hussain Mubarak Patel. On March 3, 2016, Pakistani agencies arrested Kulbhushan from Mashkhel area of ​​Chaman. 53-year-old Kulbhushan was a serving officer of the rank of commander of the Indian Navy, who was involved in terrorist operations in Pakistan for the Indian agency ‘RAW’ since 2003.

Pakistani agencies had successfully trapped Kulbhushan after 9 years of efforts. In his statement, Kulbhushan admitted terrorism in Pakistan by ‘RA’. Pakistan has submitted a dossier to the United Nations based on the terrorist activities of Kulbhushan and ‘RA’ in Pakistan. India refused to recognize Kulbhushan as an Indian citizen, but on April 10, 2017, Pakistan announced the death sentence of Kulbhushan.
