Islamabad, 20 September, 2026 (Kamran Raja): The Federal Investigation Agency (FIA) Anti-Corruption Circle Islamabad has registered a case against 22 suspects for allegedly operating a fraud network involving fake apostille stickers, official stamps and forged documents. Acting on credible information, the FIA raided several consultancy and courier offices located in the basement of F&F Plaza, Aabpara, Islamabad, and recovered material allegedly used in the preparation, distribution and use of fake apostille stickers and official documents. Case No. 48/2026 has been registered under Sections 420, 468, 471 and 109 of the Pakistan Penal Code (PPC), read with Section 5(2) of the Prevention of Corruption Act, 1947. According to the FIA, investigations revealed the alleged involvement of owners and employees of Sophie Consultants, Excellent Courier Service (ECS), Leopards Courier Services at F&F Plaza Aabpara, RAAK Consultancy, Noon Consultants (Pvt) Ltd, GM Consultants and Fair Line Services, involving 16 private suspects. Six officials of the Ministry of Foreign Affairs (MOFA), including AD/APS Attestation, the Apostille In-charge and other officials, were also allegedly found involved in the network. The suspects allegedly charged applicants large sums of money in the name of expediting apostille and attestation services and allegedly paid bribes to MOFA officials. The FIA said fake apostille stickers were circulating at various locations across Pakistan, potentially causing significant losses to the national exchequer. The relevant court has granted three-day physical remand of the arrested suspects. Inspector Arsalan Masood Khan will conduct the investigation. The FIA said the operation was carried out under the directions of the Director FIA Islamabad Zone and supervision of the Deputy Director Anti-Corruption Circle by a team comprising Inspector Arsalan Masood Khan, Inspector Hina Rabab Hashmi, Sub-Inspector Tabish Javed, Sub-Inspector Farheen Murtaza, Sub-Inspector Shehryar, ASI Safeer Kiyani, ASI Waqas, ASI Sohail Tariq and Head Constable Muhammad Uzair. The FIA Islamabad Zone reiterated its commitment to bringing elements involved in corruption and forgery within government institutions to justice, regardless of whether they are private individuals or public officials.
