Petroleum Minister Directs Major Institutional Reforms to Enhance Pakistan’s Energy Sector Performance

Islamabad, June 24, 2026(Ghufran): Federal Minister for Petroleum Ali Pervaiz Malik has called for comprehensive institutional reforms within Pakistan’s energy sector, directing the Hydrocarbon Development Institute of Pakistan (HDIP) and the Directorate General of Petroleum Concessions (DGPC) to accelerate modernization efforts aimed at improving governance, technical excellence, and investment facilitation. The Minister issued these directives during his visit to HDIP headquarters and laboratory facilities in Islamabad, where he reviewed the institute’s operational performance, testing capabilities, and role in supporting Pakistan’s hydrocarbon industry. He was briefed on laboratory operations, certification processes, quality assurance mechanisms, and technical services provided to the petroleum sector.

During the visit, Ali Pervaiz Malik emphasized that strong institutions are essential for achieving sustainable growth in the energy sector. He instructed HDIP to prepare a detailed reform roadmap within two weeks that would enhance organizational efficiency, strengthen governance structures, and improve the institute’s capacity to respond to emerging challenges and opportunities in the hydrocarbon industry. The Minister highlighted the importance of filling key leadership and governance positions on an urgent basis, including appointments to the Board of Governors and senior management roles. He noted that effective leadership and accountability are critical to driving institutional transformation and ensuring improved service delivery. Stressing the need for international engagement, the Minister directed HDIP to establish stronger partnerships with globally recognized technical organizations and laboratories. He said such collaboration would facilitate knowledge sharing, improve quality standards, promote the adoption of international best practices, and strengthen Pakistan’s technical capabilities in hydrocarbon testing, certification, and research. Ali Pervaiz Malik also underscored the importance of reliable and comprehensive hydrocarbon data for national energy planning. He stated that strengthening Pakistan’s energy information systems would support evidence-based policymaking, improve resource management, and enhance investor confidence in the country’s energy sector.

Reaffirming the government’s commitment to energy sector reforms, the Minister said that institutional strengthening, improved governance, and enhanced technical capacity would play a vital role in attracting investment, promoting transparency, and advancing Pakistan’s long-term energy security objectives.
