Pakistan-China Institute Becomes First Pakistani Institution to Sign MoU on Green Development with China

Beijing, 23 October 2025(News Desk): The Pakistan-China Institute (PCI), the country’s preeminent think tank dedicated to promoting Pakistan-China relations, has become the first Pakistani institution to sign a Memorandum of Understanding (MoU) on Green Development with China. The MoU was signed in Beijing between the Pakistan-China Institute (PCI) and the Belt and Road Initiative Green Development Coalition (BRIGDC), marking a significant milestone in Pakistan-China cooperation on environmental protection and climate change. Under this groundbreaking agreement, both sides will collaborate closely to promote green and low-carbon cooperation between China and Pakistan under the framework of the Belt and Road Initiative (BRI), particularly through the BRI International Green Development Coalition.

The partnership envisions joint research on deepening China-Pakistan cooperation on green and low-carbon development, co-organization of consultation workshops and policy dialogues, launching joint research reports, and developing high-level policy recommendations to support green energy, low-carbon transportation, and sustainable infrastructure development in Pakistan and other BRI partner countries. From the Pakistan side, the MoU was signed by Mr. Mustafa Hyder Sayed, Executive Director of the Pakistan-China Institute, and from the Chinese side by Mr. Chen Gang, Secretary General of BRIGDC. The signing ceremony was witnessed by Dr. Shezra Mansab Ali Kharal, Minister of State for Climate Change of Pakistan, and Mr. Zhao Yingmin, Former Vice Minister of the Ministry of Ecology and Environment of China.

Speaking to the media, Mustafa Hyder Sayed highlighted the significance of the MoU, stating that “the timing is crucial as it comes on the eve of the upcoming COP-30 Conference in Brazil next month. The agreement also recognizes the key role of the Pakistan-China Institute in promoting green development in Pakistan, particularly through CPEC.”

He further added, “Since CPEC is the flagship project of the BRI, this initiative will provide a major boost to the green development of CPEC, especially as it enters its second phase.” This MoU marks a new chapter in Pakistan-China collaboration, underscoring both countries’ shared commitment to a sustainable, low-carbon, and environmentally responsible future under the Belt and Road Initiative.
