Lahore, August 7, 2026(Ghufran): The Pakistan Bar Council (PBC) has unanimously adopted a landmark resolution calling for a comprehensive national dialogue on the creation of new provinces, emphasizing that any changes to provincial boundaries must be made strictly in accordance with the Constitution of Pakistan, parliamentary procedures, and broad national consensus. The resolution was passed during the 250th meeting of the Pakistan Bar Council, chaired by Vice Chairman Chishti. The meeting was attended by prominent council members, including Ahsan Bhoon, Tahir Nasrullah Warraich, Aamir Saeed Ran, and other members of the Council. According to the unanimously approved resolution, the establishment of new provinces should be pursued solely through the constitutional framework and democratic parliamentary process. The Council stressed that the matter is of national importance and must be addressed in the larger national interest rather than for political expediency.

The Pakistan Bar Council urged all political parties to initiate meaningful and constructive dialogue aimed at achieving a durable, constitutionally compliant, and widely acceptable solution. The resolution underscored that broad-based national consensus is essential before any decision is taken on such a significant constitutional issue. To facilitate informed discussion, the Council also announced its decision to organize a national seminar on the creation of new provinces. The seminar will bring together representatives of parliamentary political parties, provincial bar councils, constitutional and legal experts, lawmakers, and other key stakeholders. The proposed forum is intended to promote constitutional discourse, strengthen the federation, improve governance, and help build national consensus on the future of administrative and provincial restructuring in Pakistan. Reaffirming its commitment to constitutional supremacy and democratic values, the Pakistan Bar Council stated that any proposal regarding the creation of new provinces must proceed exclusively through constitutional and democratic mechanisms. The Council further emphasized that sustained national dialogue is essential for addressing one of Pakistan’s most important constitutional issues in a transparent, inclusive, and lawful manner.
