Moscow, October 7, 2025(Kamran Raja):The seventh meeting of the Moscow Format Consultations on Afghanistan was held in Moscow on October 7, 2025. The meeting brought together special representatives and senior officials from Afghanistan, India, Iran, Kazakhstan, China, Kyrgyzstan, Pakistan, Russia, Tajikistan, and Uzbekistan. A delegation from Belarus attended the meeting as a guest.
For the first time, the Afghan delegation participated as a full member, led by Foreign Minister Amir Khan Mottaqi.
The participating countries reaffirmed their strong support for a stable, independent, united, and peaceful Afghanistan. They highlighted the importance of expanding economic and trade relations and encouraging investment cooperation between Afghanistan, regional countries, and the international community.
The participants expressed their commitment to advancing regional economic projects involving Afghanistan and to supporting development in key sectors including healthcare, poverty alleviation, agriculture, and disaster prevention. They underscored the need for Afghanistan’s integration into regional connectivity networks to promote sustainable development and self-reliance.
The parties also reiterated their commitment to providing humanitarian support to the Afghan people and called on the international community to scale up emergency assistance without politicization.
A strong emphasis was placed on counter-terrorism cooperation. The participants agreed that Afghanistan must be supported in taking comprehensive measures to eliminate terrorism and ensure that its territory is not used to threaten the security of neighboring countries or the wider region. Terrorism, they affirmed, remains a serious threat to both regional and global security.
The participants underlined the vital role of regional frameworks and cooperation in addressing Afghanistan’s challenges. They urged the countries most responsible for Afghanistan’s current situation to fulfill their commitments to the country’s economic recovery and future development.
The parties further rejected any attempts to deploy foreign military infrastructure in Afghanistan or its neighboring states, stressing that such actions would undermine regional peace and stability.
