MOSCOW, 26 September, 2026 (Ghufran): Russian President Vladimir Putin has said that all proposals for a settlement to the war in Ukraine remain on the table, but Moscow will carefully assess its interests before deciding on any response. Speaking to journalists in St Petersburg, Putin said Russia had been prepared to resume negotiations with Kyiv following Russia’s parliamentary elections, but accused Ukraine of launching attacks on Moscow and targeting polling stations. Putin described the attacks as provocative actions and said Russia would respond, warning that Ukraine would face the consequences of what he called continued provocations. Ukrainian President Volodymyr Zelenskiy has said attacks on Russian targets were a response to Russian strikes on Ukrainian civilians and infrastructure and has called for direct negotiations to resolve the conflict. Putin said Russia’s retaliatory strikes had contributed to Ukraine’s calls for a ceasefire and renewed negotiations, adding that Moscow would consider carefully what steps were necessary in response to recent developments. He also said Ukraine had carried out attacks on St Petersburg during an international conference in June and on Moscow during Russia’s parliamentary elections, alleging that Ukrainian forces had targeted polling stations and caused casualties. Referring to talks between US President Donald Trump and Chinese President Xi Jinping in Washington, Putin said Russia welcomed any agreement of a positive nature between the United States and China. He added that his participation in the upcoming APEC summit in China would depend on developments inside Russia.
