Pakistan Appreciates Iraq’s Leadership and Calls for United Action on Global Development Challenges

Statement by the Deputy Prime Minister/Foreign Minister at the Annual Meeting of Foreign Ministers of Group of 77 and ChinaNew York, 24 September 2025(Kamran Raja): Pakistan expressed deep appreciation to the Republic of Iraq for its leadership of the Group of 77 and China during a year marked by significant challenges and important progress.

Highlighting a growing global development crisis, Pakistan noted that the financing gap to achieve Sustainable Development Goals (SDGs) has risen from $2.5 trillion in 2019 to over $4 trillion today. When factoring in climate action costs, this gap is even larger. Inequality, debt crises in over 100 countries, frequent climate disasters, geopolitical tensions, and a widening digital divide threaten global stability and progress.

Despite these difficulties, the Group of 77 has remained united and achieved important milestones. Pakistan emphasized several key priorities for the coming year, Fully implementing the Compromiso de Sevilla from the Financing for Development Forum, including improving financial transparency, scaling up development bank lending, and fixing global debt issues.

Ensuring strong participation of the Global South in new UN initiatives on Artificial Intelligence to bridge the digital divide and protect shared interests.

Advancing a UN Framework Convention on International Tax Cooperation to create a fair global tax system that combats illicit financial flows and supports development.

Upholding the principle of “Common But Differentiated Responsibility” in climate action, with a call for $300 billion annually in predictable, grant-based financing. Pakistan stressed the urgent need for support after devastating floods in 2022 and recent catastrophic floods.

Ensuring that reforms under the UN80 Initiative prioritize sustainable development, protect key programs, and follow an open and inclusive process led by member states.

Pakistan reaffirmed its commitment to working closely with partners to promote the interests of the Global South within the United Nations and beyond.
