New York, 25 July 2025 (Kamran Raja): At a United Nations Security Council briefing on the humanitarian situation in Ukraine, Ambassador Usman Jadoon, Deputy Permanent Representative of Pakistan to the United Nations, delivered a statement reaffirming Pakistan’s deep concern over the ongoing hostilities and their devastating humanitarian impact.
Ambassador Jadoon thanked ASG Miroslav Jenca and ASG Masuya for their comprehensive briefings and emphasized that the protracted conflict now in its fourth year continues to exact a severe human toll. “The war in Ukraine has displaced millions, shattered lives and livelihoods, and inflicted widespread damage on civilian infrastructure,” he stated. “This conflict has shown that war spares no one, and its ripple effects threaten global peace and stability.”
Despite early-year diplomatic efforts, including Security Council Resolution 2774 and various ceasefire attempts, Ambassador Jadoon noted that progress toward peace remains elusive. He acknowledged recent prisoner exchanges and talks in Istanbul as positive developments but stressed that ongoing violence continues to overshadow peace efforts.
Ambassador Jadoon stressed that international humanitarian law must be upheld without exception. “The targeting of civilians and civilian infrastructure under any pretext cannot be justified,” he said. End to Escalation,
He stated that a military solution is a dead end. “The continued attacks and recent surge in violence have only exacerbated the suffering of civilians. A ceasefire and de-escalation are essential for sustainable peace.”
Pakistan welcomed dialogue between the Russian Federation and Ukraine but urged that these efforts must lead to tangible outcomes. “Diplomacy remains the only viable path forward. Steps like prisoner swaps must catalyze broader political negotiations.”
Ambassador Jadoon reiterated Pakistan’s long-standing position: “From the outset, Pakistan has advocated for dialogue over conflict. A sincere and inclusive peace process grounded in the UN Charter, international law, and mutual security is the only way to achieve a just and durable solution. Pakistan affirmed its readiness to support all regional and international initiatives that contribute to ending the conflict and alleviating human suffering in Ukraine.
