Doha, 21 October, 2026 (Ghufran): Pakistan, Qatar, Türkiye and Indonesia have signed a multilateral defence cooperation agreement aimed at strengthening their military capabilities and expanding collaboration in defence production, research and development. The agreement, titled the Badr Memorandum of Understanding (MoU), was signed in Qatar on Wednesday in the presence of defence representatives from all four countries. According to Türkiye’s Ministry of National Defence, the agreement covers joint military exercises, training programmes, research and development, and cooperation between the participating countries’ defence industries. Pakistan’s Defence Minister Khawaja Asif signed the agreement on behalf of Pakistan, while Türkiye’s Defence Minister Yaşar Güler, Qatar’s Deputy Prime Minister and Minister of State for Defence Sheikh Saud bin Abdulrahman, and Indonesia’s Deputy Minister of Defence Yusuf Jauhari were also signatories. Haluk Görgün, head of Türkiye’s Secretariat of Defence Industries, attended the signing ceremony. The Turkish defence ministry said the agreement was designed to promote defence cooperation and strengthen the defensive capabilities of the participating countries. It is also expected to provide a framework for exchanging expertise, developing defence technologies and pursuing joint initiatives in military research, production and capability development. Türkiye-based Anadolu Agency, citing the Turkish defence ministry, reported that the agreement would support the development of solutions and industrial sectors in line with advances in modern defence systems. However, the announcement did not specify proposed projects, funding commitments or implementation timelines. Pakistan maintains longstanding diplomatic and defence relations with Qatar, Türkiye and Indonesia, with cooperation with Qatar and Türkiye remaining particularly active. Pakistan and Türkiye are also members of the Makkah Defence Alliance alongside Saudi Arabia, an arrangement based on collective defence commitments under which an attack against one member is to be treated as an attack against all. Qatar has welcomed the initiative as a step towards promoting regional security and stability. Pakistan’s Foreign Office had not issued an official comment on the signing at the time of publication
