ISLAMABAD, 02 November 2026 (Ghufran): The Capital Development Authority (CDA) has completed the recruitment process and appointed three new directors general (DGs) in BS-20 to key administrative positions. According to CDA officials, retired Brigadier Mohammad Javed Iqbal has been appointed DG Civic Management, retired Brigadier Rashid Manzoor as DG Planning and Development, and retired Brigadier Azhar Khan as DG Land and Estate Management. The officers have initially been appointed on a two-year contract, which may be extended subject to satisfactory performance. An authority official said the appointments were made through a competitive selection process in which around 100 shortlisted candidates were interviewed. The recruitment process, initially scheduled for May-June, was delayed after the Islamabad High Court issued a stay order in response to a petition filed by a CDA BS-19 officer challenging direct recruitment to BS-20 positions. Following the vacation of the stay, the authority completed the process and issued the appointment notifications. In a related development, BS-20 officer Abdul Razzaq was recently transferred from the post of DG Civic Management and directed to report to the Human Resource Department. CDA officials also said a DG Law would soon be appointed through a competitive selection process on a contract basis.
