Pakistan Advocates a Comprehensive Peace-Building and Reconciliation Strategy toward Sustainable Peace in Libya

United Nations, April 17, 2025(Kamran Raja): Pakistan has called on all Libyan stakeholders to maintain the momentum to address all outstanding issues through meaningful dialogue constructively, thus paving the way for the unification of all institutions. While delivering Pakistan’s statement during the UN Security Council briefing on the United Nations Support Mission in Libya, Ambassador Usman Jadoon, Pakistan’s Deputy Permanent Representative to the UN, said that Pakistan believes that lasting peace and stability in Libya can be achieved through free, fair, and transparent presidential and parliamentary elections. He said that the Advisory Committee should establish a clear roadmap and pathway toward this goal. He emphasized that political reconciliation process should be Libyan-led and Libyan-owned, offering peace dividends to all citizens and focusing on an equitable distribution of national resources.

While referring to the challenges faced by Libya, Ambassador Jadoon said that the overall security situation showed signs of further deterioration due to conflicts over territorial control. He said that Pakistan believes that a well-defined, comprehensive peace-building and reconciliation strategy made in consultation with all the relevant Libyan parties is a panacea for the transition towards sustainable peace. He said that Pakistan has acknowledged the progress made by the Advisory Committee in identifying the contentious issues within the electoral framework and exploring options to address them, noting that it is encouraging that the response to the announcement of the political process was largely positive during Special Representative of the Secretary General’s meetings with all relevant parties. He said that the steps taken by the High National Election Commission towards holding the second phase of municipal council elections in Libya for 63 municipalities across the country is also a welcome development.

“Such incremental steps are likely to augur well in creating the right kind of momentum for steering the country towards holding of the national elections,” he said. Ambassador Jadoon said that on the economic front, Pakistan believes that an early agreement on a unified budget would benefit the Libyan people and act as an enabler to improve overall governance. He said that a consultative approach is needed to break this logjam. He said that it is our considered view that the frozen Libyan assets held abroad must be safeguarded and re-invested exclusively for the benefit of Libyan people at a later stage.

He assured Libya of Pakistan’s steadfast support in its journey towards peace, development, and prosperity.
