Statement by Ambassador Munir Akram Permanent Representative of Pakistan to the United Nations During the Third IGN meeting on the Five Clusters

16 February 2024, New York:  Thank you, Co-Chairs, for convening these discussions on the clusters. We had felt that perhaps we should have focused on the clusters rather than models because this is where we would want to address the divergence and try to bridge the differences to conclude the Security Council reform. But now having a discussion, all 5 clusters together, it is inevitable that most of us will repeat ourselves and this may be old wine in new bottles. But we must make sure that we are not serving vinegar. I think that our discussion here should, therefore, address the issues that are at stake.Co-Chairs, All five clusters, as we know, are interlinked. When we adopted decision 62/557, the President of the General Assembly in 2007 set out certain principles, which should gui...

Statement by Ambassador Munir Akram During UNSC High-Level Open Debate on ” The impact of climate and food insecurity on the maintenance of international peace and security”

13 February 2024, New York: Madam President, I congratulate Guyana on assuming the Presidency of the Council and acknowledge the presence today of His Excellency Dr. Mohamed Irfaan Ali (President of Guyana). I thank all the briefers for their comprehensive presentations.Madam President, Climate change and food insecurity are enlarging and exacerbating inter-state and intra-state conflicts. The disputes over water – at the state, sub-national and the local-community levels – are rising. Competing claims to agricultural and animal pastures, for instance in Sub-Sahara and Central Africa, are being exploited by terrorist groups and criminal gangs. The scramble for exploitation of fisheries and fishing rights, and potentially for seabed minerals and resources, is causing increased friction ...

Statement by Pakistan Senator Farooq Naek On ‘Lowering the temperature: Climate change and conflict’

08 February 2024, New York: Madam President, The three pillars of the United Nations; development, human rights and peace and security; are interlinked and mutually reinforcing. There is also a clear linkage between climate change, conflict and peace and securityAccording to the IPCC, whilst the observed influence of climate change on armed conflict is small, its adverse impacts can function as a ‘risk multiplier’ for conflict in areas that are already under stress. In order to prevent climate-related conflict, measures to enhance cross-border cooperation on scarce resources must be prioritised, such as trans-boundary water cooperation. Moreover, Governments must integrate climate-related risks in their development plans.Whilst measures such as criminalizing ‘ecocide’ are one possi...
