The disputes over water – at the state, sub-national and the local-community levels – are rising. Competing claims to agricultural and animal pastures, for instance in Sub-Sahara and Central Africa, are being exploited by terrorist groups and criminal gangs. 08 February 2024, New York: Madam President, The three pillars of the United Nations; development, human rights and peace and security; are interlinked and mutually reinforcing. There is also a clear linkage between climate change, conflict and peace and securityAccording to the IPCC, whilst the observed influence of climate change on armed conflict is small, its adverse impacts can function as a ‘risk multiplier’ for conflict in areas that are already under stress. In order to prevent climate-related conflict, measures to enhance cross-border cooperation on scarce resources must be prioritised, such as trans-boundary water cooperation.
